Who is going to populate the buildings with transaction based economy? Russia's population is in demise, thanks to kill off with vaccines, destruction of already fragile small businesses with lockdowns, and now war. The population was not very large to begin with and now is rapidly declining. They cannot even protect all the thousands miles of borders that they have. This is a strategy to close off Russia and have it implode onto itself. Unless Russia comes up with a strategy to invite skilled immigrants (which it never had properly developed), they are screwed regardless of how many buildings will be constructed.
