If a vaccine is effective at eliminating transmission of disease it needn't be mandatory for personal protection to occur.

Forcing people to protect themselves brings certain harm just to avoid potential harm. So the argument for protecting society falls flat.

It appears evident many if not all vaccines are not always effective for everyone, or are not fully effective for any one person.

All of this says nothing about what safety issues may exist. Ignoring harm that may occur to protect against harm which may not occur is illogical, and such policies are inevitably harmful to some individuals and society as a whole.
